The impact of exposure to air pollutants on people's health is a very clear and well documented subject. Therefore, it is very important to obtain ways to predict or explain the behaviour of pollutants in general. Depending on the type of question that one is interested in answering, there are several of ways studying that problem. Among them we may quote, analysis of the time series of the pollutants' measurements, analysis of the information obtained directly from the data, for instance, daily, weekly or monthly averages and standard deviations. Another way to study the behaviour of pollutants in general is through mathematical models. In the mathematical framework we may have for instance deterministic or stochastic models. Many other phase change phenomena such as solid-solid phase change in shape memory alloys and vapor-liquid phase change are also explored. Modeling is based on continuum thermo-mechanics. This involves a renewed principle of virtual power introducing the power of the microscopic motions responsible for phase change. This improvement yields a new equation of motion related to microscopic motions, beyond the classical equation of motion for macroscopic motions. The new theory sensibly improves the phase change modeling. For example, when warm rain falls on frozen soil, the dangerous black ice phenomenon can be comprehensively predicted. Organización de empresas Resumen: Focusing on air pollution, energy efficiency and climate change, this book provides a unique introduction to Japan’s environmental policies and regulations, and offers economic analyses and RIAs (Regulatory Impact Analysis) of environmental regulations implemented or planned by the national and local governments. The book reviews environmental economics and outlines the current status of RIAs in Japan, and it analyzes the NOx-PM Act, which prohibits the use of old and polluting vehicles in metropolitan areas. It also examines a Tokyo metropolitan government regulation which requires installation of pollution control equipment in older trucks that fail to meet emission standards. The impact of the NOx-PM Act on the used car market and used vehicle exports, are traced. An economic analysis of a highway toll reduction is also presented, revealing an unexpected negative social impact: it increased traffic congestion and associated environmental problems. Furthermore it addresses policies and regulations related to energy efficiency and climate change; it evaluates the effectiveness of Japan’s Energy Conservation Act, originally introduced in 1979 and amended numerous times to address climate change. The impact of a proposed economy-wide carbon tax, using input-output analysis to assess short-term economic impacts in each sector is anticipated as well. Also presented here is an examination of the effectiveness of a reduced carbon tax for energy-intensive industries, with a discussion of the impact of the proposal on households. Finally the book discusses the role and limitations of economic models for evaluating Japan’s mid-term GHG (Greenhouse Gas) emission target during the post-Kyoto period. This is the first book to evaluate Japanese environmental policies from an economic perspective, using a variety of current quantitative approaches. The Swedish Research Council for Env- onment, Agricultural Sciences and Spatial Planning (Formas) is currently responsible for the Swedish contacts with . When Formas was established in it inherited the Swedish national committee for the promotion of contacts and systems a- lysis that was originally set up by the Swedish Council for Planning and Coordination of Research (frn ), which was abolished in conjunction with a major reform of the Swedish research ?nancing system. Within the framework of the Committee a special project was launched in line with a proposal by Gunnar Sjöstedt dealing with the Swedish experience in s- tems analysis and thus, indirectly, with themes related to most of ’s activities. The project co-ordination and editorial tasks were given to Mats-Olov Olsson and Gunnar Sjöstedt under the direct surveillance of the Committee. Many of the Committee m- bers and their co-workers as well as several other Swedish scholars have contributed to this book.
