| Resumen: |
The present paper aims to show how project finance can be used for small scale infrastructure projects and support Micro, Small and Medium Enterprises (MSMEs) through the simulation of how it could be used in the construction of a concrete mixer plant in the central region of Spain. It provides an overview of what can structured finance do given the nature of infrastructure—high initial sunk cost and long service life—to promote local economic development and ready access to local resources. And for the sponsors (SMEs) to tackle on off balance sheet bigger projects and hedge risks of their core business (long term contracted revenues). The role of the participants, the main contractual arrangements, and the financial feasibility study to develop a bankable project proposal is therefore explained. The importance of small-scale infrastructure has been previously highlighted as the “missing last mile” by development banks and the UN. |
